West Haven Justice of the Peace, the Honorable Steven R. Mullins, Ph.D., HC, provides marriage officiating services throughout Connecticut. Commissioner Mullins has served as Justice of the Peace for nearly three decades, during which he has presided over thousands of ceremonies across the state. His experience spans intimate elopements to grand celebrations, giving him familiarity with weddings of all sizes and styles. A communicant of West Haven's Episcopal Church of the Holy Spirit, where he serves as sub-deacon and verger, Commissioner Mullins offers his services for religious, non-religious, and interfaith weddings. In addition to officiating ceremonies, he provides pre-marital counseling services to couples preparing for marriage. Commissioner Mullins holds a Doctor of Public Policy, Honoris Causa, from International American University (conferred June 2025) and a Doctor of Divinity from Universal Life Seminary (conferred May 2025). Beyond his role as Justice of the Peace, he serves as Chairman of the City of West Haven Fair Rent Commission and has previously served as Chairman and Vice Chairman of the West Haven Planning and Zoning Commission.
